Yes it did. I know many people who wouldnt vote if there wasnt this law. The only reason why Radev won were those 2 points. One think is that I dont get the enthusiasm over Radev. He came from nowhere as nobody, independent candidate and all the sheeple voted for him without even knowing him a tiny bit. And they voted him for a president of the country.
