you're making the false assumption that every culture and biological group responds the same way to development. Furthermore, having advancements thrown at you is completely different from your society advancing naturally over time since each stage of advancement will alter the psychology of the people, a slow progression. The people are altered by the advancement and that alteration then spurs more advancement in return. To have it artifically imposed means that your cultural norms and even your psychology are not up to par with the new system. This is why countries with long histories of social order and technological progress have and will continue to fare better in the modern world while all of those obtaining those advancements from the aforementioned group will struggle to utilize them fully and to adapt. You can see this in education, industrialization, and in relation to all things where society and advancements interact.
As a society develops over time, those which are best suited inevitably succeed and survive, classic survival of the fittest. On top of that, with each advancement society and cultural systems will either restructure accordingly, they willl reject the advancement, or struggle to utilize it. You can see Africa struggling, you can see the middle east rejecting, and you can see the west utilizing and restructuring.
tl;dr groups need to do shit themselves to obtain the full benefits of the outcome.
