It had an extensive secret part which basically divided eastern europe into german and soviet zones of influence : finland, eastern poland, eastern romania and the baltic countries for the USSR ; western poland, hungary, yugoslavia and western romania for Germany. There was active collaboration between the two countries, with very large arms deals. Moreover, there was a lot of collaboration between the NKVD and the Gestapo : Stalin handed over jewish refugees back to Hitler in exchange for soviet refugees.
Hitler and Stalin were very chummy until 1941. Mussolini even praised Stalin's "slavonic fascism"...
