Only British or EEA citizens have recourse to state funds. Free movement of labour is a liberal (i.e. capitalist) idea because it serves free markets (along with the free movement of capital). This is why it is one of the founding principles of the EU. Neoliberal capitalism has caused a dearth of skilled workers when they are most needed.
