You can't have it both ways I'm afraid. Parts of Tokyo /are/ unsafe. Tons of people get drunk (Roppongi is a nightlife district after all) and make bad decisions. You can't simply blame intoxicated people for being harassed or robbed by African street hawks. It is something any traveler to Tokyo needs to be aware of. Parts are definitely not safe. And any given day, robberies targeting travelers are being committed in various parts of Tokyo. When you tell people "No crime in Tokyo!" they are likely to let their guard down. It's reckless to say such things given the frequency of foreigner-targeted crime.
