It makes 0 sense, none of what Missy does actually ties into (what little there was) of the Rani's characterisation. Is it just "uhhh Missy is a girl, Rani is a girl, wouldn't be cool if they were the same girl and the Master was a man"? Missy is a great synthesis of Simm's style of performance with Delgado's type of relationship with the Doctor. The Rani isn't a femMaster, she's a (pretty crap, but still) distinctive character of her own.
