The Trump jokes can almost all be simplified to "what if Mr Garrison was President?"
There's only been a few this season that actually attack the real Trump (the tweeting is the only one off the top of my head). This episode attacked the alt-right butthurt "it's okay to be white" Trump supporters more than Trump. Everyone kept complaining about him eating their kids and yet all he did was shit in the woods and ask about his approval ratings. And moreso than that, Heidi's speech at the end absolutely tore into SJW culture of the day.
If you care about Matt and Trey's politics, it's clear that while they don't like Trump, they really hate the state of politics and all the division much more. Which is why they've had the massive rift between the boys and girls for all of this and the last season. And why they haven't defended anyone in a while. The humour's identical to how it always was. But in satirising current events (which they've done non-stop since series 2 contrary to what people claim), the state of US politics and the media constantly comes up. Because pop culture has genuinely changed that much.
And considering this, they're surprisingly lenient on Trump. Like I said, and like you half mentioned, they haven't really attacked any of Trump's actual policies. Certainly not this season
