Heating metal causes electron emission for example. And what do photons interact with? Electrons. So it would be nice to see an example of refraction in the air that wasn't extremely close to a surface.
I have yet to see any example of refraction through air that doesn't take place in close proximity to a solid surface where diffraction might also explain the displacement.
If refraction is taking place, then the laser beam should bend according to the angle at which it strikes the pocket of hot air. You should be able to demonstrate that the refraction follows the formula used to calculate the change in the incident rays if this is to be taken as evidence that refraction is the cause of the displacement.

Light is said to bend in the atmosphere due to the air density layers that envelope the spherical earth. The surfaces of these layers are thought to be parallel to the earth's surface. Thus light would tend to bend toward the normal when moving from one point on the surface following a tangent line. But it doesn't follow that "light bends toward cold air". That extrapolation indicates a complete misunderstanding of the mechanics of refraction.
