I know for a 100% fact that the 1984 RX7 had them as a dealer option. But it probably stared in America. Some Japanese cars legitimately had an option to louvers so it’s not cringe to find period correct ones

Louvers have a long history with Z-cars. They don't look good on every car, but the cars they look good on, they look really good on. Generally, the more horizontal the rear window, the better they'll look. Look at a mustang vs a challenger with louvers. Mustang looks way way better.

FUCKING this holy shit. some old dude at autocross said the old 280ZX had them on a hinge so you could clean under them. Mine are stuck to the window with brackets and VHB, and they're a PITA to keep clean.

Sure, but was very secondary. Only in the last couple decades have they become more of a retro aesthetic thing. Prior to this, they were popular anywhere in the world that has a lot of sun, on vehicles of any origin with a slanted rear window.
