The West starts a conflict normally through deception, by breaking a peace treaty. The US has does this over 600 times in their short history, mostly to the American Indians. And then the West fights the war to the conclusion win or lose, because war is a last resort.
Russians see war as the next step in democracy--just with guns. Russians operate on what is sometimes referred to as the pain dial. They will start with negotiations until a conflict is inevitable, then they will punch first (notable exception was WW2 which almost every Russian considers their greatest ever mistake allowing an enemy to build up on their border), and as the expression goes, aim to knock out teeth. It will be bigger than necessary to make a point, but if the other side gets the picture it can be scaled down. However, if the other side continues to escalate, the pain dial gets turned up, and it stays there until the other side starts to negotiate again. You have seen the pain dial go up twice in this conflict. It's about to go up again.
A major attack on a Russian city would see every Ukrainian city hit 10 times as hard and until Ukraine capitulates and gives concessions. That is why what the OP suggests is a retarded idea.
The pain dial goes all the way to mutual assured destruction. It's no longer a game. I hope sane people can appreciate that.
