Loki hires some aliens to invade New York City, which will give him a valuable strategic foothold to then use his maybe regiment of guys tops to take over the entire world.

So, knowing that the Avengers are the only thing standing between his laughably inadequate number of alien soldiers who are still completely vulnerable to regular small arms fire, he concocts an elaborate plan to mildly inconvenience them.

his plan has no reason to work or to even solicit the precise supposedly planned reactions it does, the end all save for the heroes also turns out to be that the plan that was supposed to work apparently never worked, despite it causing all of the setbacks and supposed conflicts of the film. Getting from actual plot point to plot point was incoherent.
