No, you can become a PPL, just VFR is fine and do coastal routes, or sail around.
PPL costs about 9-20k. I paid 9k all in Florida, had 2 great old guys that loved flying and owned their plane and wanted an excuse to go flying. I then paid another 6k for IFR and then 15k for multi rating.
Best of all since they trained me, I can fly their planes at a minute notice, talking SR-22 and 310 skyking, etc.

But no, you don't need a private jet. You can do it with single propeller craft in a cessna 150 for less than 15K in a month if you so inclined. Though it is cramped as fuck.
Then hourly rate of flight would be $150'ish for rental + fuel cost.
SR22, probably 250-300 minimum. Fuel burn way improved.
